First Training Module: Important Principles in Public Administration Science

The importance of administrative supervision

First: The general objective of the training unit :

Participants should learn about the concept and nature of public administration as science, art, differences and similarities between public administration and business administration and the stages of development of the study of management science and the most important functions of management or the administrative process in order to form a knowledge and skills framework for those who are responsible for the leadership, administrative and supervisory work that enables them to understand the scientific methodical management blindness and help to raise their efficiency and effectiveness in carrying out their administrative duties.

Second: The knowledge units included in the training unit:

The participant in this training module will learn about the following concepts:

What is public administration and its origins: This cognitive unit includes the following contents: • Definition of management. The nature of public administration. Public administration and business administration differences and similarities. • The relationship of public administration to other sciences (political science, sociology, law....). Stages of development of the study of public administration. Entrances to the study of public administration.

The intellectual framework for the development of public administration: This cognitive unit includes the following contents: • Administrative thought in Islam. • Modern and contemporary administrative thought includes: ■ Classic or traditional school in management and we will focus on this aspect: A. The theory of bureaucracy. The theory of scientific management. C. The theory of administrative division. ■ School of Human Relations. ■ Behavioral school. ■ Finally the School of Systems.

Management or management functions: This cognitive unit includes the following contents: Planning. Organization. Funding and budget. Personnel management or personnel affairs. • Guidance. Administrative control.

Administrative process: This cognitive unit includes the following contents: Administrative decisions. Administrative leadership. Administrative communications. Management information systems.

Administrative responsibility and ethics of public administration: This cognitive unit includes the following contents: • Union management. • Team management.

6- Classic and modern trends in public administration: This cognitive unit includes the following contents: Department of Development and Administrative Development. Comparative public administration. New public administration. Managing objectives. • Time management. Crisis management. Comprehensive quality management. Office management. • Negotiating management. Managing contradictions. Management of change and organizational development. Performance management. Management of public projects. Local administrations. Privatization management. • Environmental management.

Second: Skilled applied workshops to achieve the objectives of the training unit :

The trainee will participate in practical and practical training workshops aimed at giving him the skills achieved for the objectives of the training unit, which are the following workshops:

1- A workshop will be held in the form of collaborative learning groups aimed at identifying the knowledge, skills, experiences, trends, tendencies and patterns of thinking of participants towards management science and management sciences that they include based on their previous management experiences and the reality of their actual work environment,

Where the trainer will present an exercise within the workshop entitled (Management Science Concept Processes and Development) in which he uses an advanced strategy in the skills of advanced storming where he will use metaplan metabelan technology, which is the German technology that helps to brainstorm and rain ideas,

It is a technical technique in training that enables us to reach the desired goals and objectives of brainstorming sessions in a record time and in a fun and creative way and this technique gives participants a great opportunity to express opinion transparently and freely according to scientific methodology and general framework for constructive brainstorming.

The trainer will present participants with a problem within the management scientific related to the effectiveness of administrative processes and then the participants will be asked to participate in ideas to analyze the concept of public administration science and its processes and participants will be asked to write these ideas on the cards dedicated to brainstorming metaplan technology and then to put them under the appropriate part of them.

Then the trainer and the participants analyze the outputs of the brainstorming workshop with metaplan technology, This exercise is a tribal test of the cognitive, skilled and emotional content of the participants about the contents of the training unit through which the trainer measures the actual level of participants at the moment of the exercise and determines the zero learning point of the participants and determines their performance gap between what they know, master and believe towards the contents of the training unit and the hope that must be achieved for them and then the trainer begins to display the cognitive, skilled and emotional contents of the training unit in proportion to the abilities and needs of the participants and achieves the objectives of the special training unit and the training program All while maintaining motivation and everyone between pleasure and benefit in learning). 2- A workshop will be held in the form of collaborative learning groups aimed at giving participants a clear understanding of the concept of public administration science, In this training workshop, the trainer will use an advanced strategy in advanced storm skills, where he will use metaplan technology, and the trainer will show participants that there is an urgent need to define the concept of management science accurately so that we can be able to manage the management techniques in terms of

(The concept, objectives and intellectual framework for the development of public administration, and management or management functions and administrative responsibility and ethics of public administration and the administrative process and classic and modern trends in public administration) then participants will be asked to participate in ideas to identify concepts and make a comparison between the two concepts,

Participants will then be asked to write down these ideas on metaplan brainstorming cards and then place them under the right part. The trainer and the participants then analyze the outputs of the metaplan brainstorming workshop.

The trainer and the participants then analyze the outputs of the metaplan brainstorming workshop. 3- A workshop will be held in the form of collaborative learning groups aimed at giving participants a clear understanding of the tasks and roles of the supervisor,

The trainer will use in this training workshop an advanced strategy in the skills of advanced storming where he will use metaplan metabelan technology and the trainer will offer the participants some applications to determine and study the impact of scientific supervision on the administrative process and then will ask participants to participate in ideas to determine the effects,

Participants will then be asked to write down these ideas on metaplan brainstorming cards and then place them under the right part. The trainer and the participants then analyze the outputs of the metaplan brainstorming workshop.
